You're right about the pattern in the four o'clock hour in the US but what about:

04:05:06 07-08-09 (7th of August) outside the US, i.e., countries that use the dd-mm-yy format, next month -or-
05:06:07 08-09-10 (9th of August) -or-
05:06:07 08-09-10 (8th of September) outside the US in 2010 -or-
06:07:08 09-10-11 (10th of September) -or-
06:07:08 09-10-11 (9th of October) outside the US in 2011 -or-
07:08:09 10-11-12 (11th of October) -or-
07:08:09 10-11-12 (10th of November) outside the US in 2012 -or-
08:09:10 11-12-13 (12th of November) -or-
08:09:10 11-12-13 (11th of December) outside the US in 2013 -or-
09:10:11 12-13-14 (13th of December) in 2014?

After that you have to wait until 2106 before a cycle returns with 01:02:03 04-05-06. I suppose you could advance this three years by putting the date before the time as in January 2nd, 2103 04:05:06 but I seriously doubt I'll even have any more time on this earth to devote to this subject by then.

BTW, the next best date to get married (outside the US) is 20th of September this year: 20 September 2009 where the date is 20/09/2009. Exchange vows at nine minutes after 8 PM and it's 20:09 20/09/2009. Only a foolish man would forget that anniversary.
