Laser Cut Keys?? HELP

Hey guys, so I have an '02 ES 300 and my key just kinda broke after many years or working, the plastic case that is. I ordered a new key online, but since it's not OEM, (they were asking $260) I need to get it cut elsewhere. Where do I get these keys cut besides the dealer? I can program the transponder myself...just need the key cut. The dealer offered the plastic casing but JUST for the stupid plastic case, they were asking $100!!!!

I also need an extra spare key for my Z4 but OEM is very expensive.
Do you need any special equipment for programming the new key?
