What should Ido with this "rust" spot?

So, I got a spot where it was previously painted before, and now it looks like that(pic below) should I try to paint it by myself? Or how much it can cost me to paint it in the shop here in Canada? What do you think guys. Thanks

That needs to be professionally repaired. Your whole quarter is likely full of bondo and the thing about rust is that it’s always bigger than it looks. That filler cracked and moisture formed under it causing rust and lifting of the filler.
