So earlier today the local governor of Somalia in the shore province that is responsible for all the terrorist hijackings held a press conference.

He said that they couldn't do anything locally to stop piracy on the ocean due to the structure of their/his police force, and the problems it has.

He then mentioned that no amount of naval warship patrol presence could guard against pirates and that if western nations wanted to stop it, it would be a good idea to make sure to give lots of financial aid to his government in the Somali province, this would stop the pirates he guaranteed.

No surprises at all.
