I would get a 2007 335i you can get them very close to 30K with under 15-20K miles. The dealer I got mine from has 2 or 3 for about 32k-33k also pretty loaded.

I saw in a recent issue of Roundel that several members have written in to say that they've now purchased a Mazda3speed and supposedly for tracking events. Mazda is one heck of a deal compared to Mini and it's hatch is definitely useful. e46 M3 are likely to be much more expensive, and unless you are lucky, it'll be hard to find one that hasn't been driven really hard. I'd say that these are two totally different cars to compare, and your budget will determine.
Mazdaspeed3 vs. GTi is a more apples to apples comparison.
