i dont get why verizon if anything, dont they own tmobile? or at least for now, till the at&t deal gets approved

No, T-Mobile is owned by Deutsche Telekom

Vodafone owns 45% of Verizon.

The whole story is that, Yes Vodafone owns 45% of Verizon. But they have no real control of them as Verizon are pretty stubborn and opperate as their own entity.

Vodafone, actually wanted to convert Verizon to use GSM instead of CDMA so that it's entire network would work together (Most of Europe and the rest of the world uses GSM). Verizon said no. When the original AT&T wireless went for sale a while ago before it became Cingular Wireless (SBC and BellSouth), Vodafone actually put in a bid to win with the plan being to then sell off Verizon and use Cingular's GSM network. But obviously that didn't pan out.

To further support your point, if you read Verizon's filings with the SEC, you will see that Vodafone's shares are nonvoting, and they do not have representation on Verizon's board of directors. So while Verizon is partially owned by Vodafone, Vodafone has very little ability to affect Verizon's business practices.
