Rear Light & Fog Coding issue unresolved with factory coding

The tail lights do not illuminate at all except the brake lights and reverse lights, in any mode. So at night, the only lights on the rear of the car are the license plate lights unless I brake. Front and rear fog lights do not work. There are no electrical issues, no short circuit codes, and I’m able to turn on all functions manually using ProTool. The fog light cluster light responds but the lights don’t turn on. The switch itself is working, the FRM is working. The low beams turn on and off normally, car is not in the always-on safety mode.

In Protool, switching the lights on foot off the brake turns on
“Output, Tail/Brake Light, left 1” (Not actually illuminated)
“Output, Tail/Brake Light, right 1” (Not actually illuminated)
“Output Right Brake Light 1” (Not actually illuminated)
“Output Left Brake Light 1”. (Not actually illuminated)
“Output, number-plate light” (Actually illuminated)

Protool shows these as remaining off
“Output, tail light, left”
“Output, tail light, right”
“Output, tail light, left”
“Output, tail light, right”
“Output, tail/brake light, right 2”

My car was coded by the previous owner, but to my knowledge only with the velocity (v=) readout. I tried to recode using my vehicle order, and this actually broke the auto-roll down feature. I was able to code that back with just pro-tool.

*No extra codes or anything I can identify looks abnormal, but I do have standard tools if further diagnostics would help. I’ve searched every forum I can find as well as groups on social media and haven’t found this exact issue or a way to resolve it that has worked.
