FML!

Just received my Tow Hook but it doesnt tighten up 100% when it does it stays side ways here is a picture when i tighten the hook

Unfortunately that tow hook is designed for tethering a car down on it's side.

False. I was able to adjust it took a while also cut my wrist almost ending my life took a lot of pressure until my hand slipped

Yes im leaving it on. I was able to adjust it. Theres a small screw which was what cut me when my hand slipped

That screw should be pointing down toward the ground. As currently installed, the hook is designed to tether a car down on its hood.
