I would have to say plastic. This is because the handles on the paper bags easily get ripped off. They are not strong enough compared to the elastic strength of a plastic bag IMHO.

When I worked at a grocery store in High School, I was told to ask "Is plastic okay?" Instead of "paper of plastic". That was 12 years ago. Plastic bags are cheaper, and it was thought that if we ask "is plastic okay" that it would cut down on paper bag consumption. These days, they don't even ask here in Houston, they just stick in plastic. And cheap places like Walmart don't even carry paper.

I always try to get paper though because I heard its better for the environment. It also comes in handy for keeping things (i don't throw them away).

I have a small kitchen with no place to put a trash bin so I put two screws in the side of the cabinet and hang plastic bags there until they are filled and then change them.

It works very well for me.
