So what I understand is that SAI is gonna get a penalty for swapping the parts.
The stewards seached but they say that within the ruleset there is no room for exception, even in this strange situation.

Correct, stewards being 'absurd' in penalising Carlo for each component that is being replaced as there is no leeway at all from the stewards whatever the reasons.

The temp is 14C at the circuit so not too bad as the track gets slowly quicker with LEC putting in a real belter for that one lap advantage he thinks he has, setting himself up for quali? Max seems to be saving things for the moment with long runs on the mediums, that said he dives in for some old softs..and then for more mediums.

A shit show for sure. I have a very bad feeling about this. If the main fix to the issue of manhole covers and drains was to cap then with a layer of asphalt and call it done we are in for a terrible weekend. I can't even imagine how many drain, sewage and water access points are in Las Vegas. I would love to be a fly on the wall in the Drivers meeting, it will make Frédéric Vasseur reaction look like podium celebration.

I couldn't wait out FP2 so I had to go to bed and who the heck knows what ESPN is going to do about this. I have not seen any coverage on FP2.

I think the reporter need to get to bed early as this is pretty much worthless.

If "Sainz – braced for a 10-place grid penalty after changes to his power unit" This will be a Max Mosley level of FIA stupidity. Not only should he not be penalized but the FIA should pick up the cost of the repairs and cut Ferrari a check.

This is outrageous and to put the boot in the stews' grid drop penalised SAI also on top of telling the team to foot the bill for the chassis, PU and electronics !!

Vowles, Wolff, Vasseur and Brown post FP1 interview.

Vasseur is angry but remains composed during his interventions when asked about the drain cover accident (quite understandably he sweared at 01:24 and 13:08 about the penalty handed down to Sainz) - see first 3 minutes, from 12:00 onwards and from 15:08 onwards.

Wolff gets upset in the section starting at 24:08, praising the organization of the event.

Annoyed about being questioned regarding the accident and safety, they repeatedly praise the organization and event sponsors with marketing yadda-yadda.

Wolff tried to cool Vasseur but the latter legitimately replied: "Toto, but you would be upset in my situation." (01:44) Too bad no journalist had the guts to ask Wolff straightup how he would have reacted if Hamilton or Russell had been hit with substantial car damage and a 10 positions grid drop as a result of getting hit by a loose drain cover on track. The battle for P2 in the WCC between Mercedes and Ferrari is 20 points. If the 10 positions grid drop for Sainz is not withdrawn, Mercedes gets a good chance of securing the #2 in the WCC already in Las Vegas.

Vasseur confided that during testing in Bahrain early 2023 he already realized that Verstappen would dominate the 2023 season (27:22).

They might find a way to solve this is such a manner that no manhole will ever come off (makes you think why they didn't do that in the first place...).
I don't even know if it was the manhole cover, or the manhole cover including the surrounding frame it sits in...

But I think it's pretty safe to say that the aerodynamic pull force coming from the cars/floor/front wing was the cause of the manhole rising up. It's not an external problem I think (like pressure building up in the sewers underneath or so, pushing the manhole up). At least not that I heard.
The air flow through the 'Venturi tunnels " actually work like a vacuum cleaner .

Venturi tunnels on Formula 1 cars are sections carved into the floor of the car, creating a constricted area under the car through which air is accelerated. This accelerated air creates an area of low pressure, and this "effectively creates a suction effect under the car, generating downforce"
Think Sainz was very lucky at that moment , who wants to get a metal drain cover hitting your cars floor at 200 + MPH !

Worst case scenario : This could have been a fatal accident !
