i think that's like a cardboard cut out, because if you look, there's a lady in front of him and that would make him like 10 feet tall compared to the lady.

Nope, she's just further from the window. You can tell because you can back out and move around to see him from different angles.

it's pretty cool either way... there's quite a few sightings on google maps that are funny, like the prostitutes in spain and france.
