They would have to be pretty remote sections I'd think. Generally speaking, the more people we put on the road, the more difficult it's going to be to implement something like this.
I'd love to see special licensing that would allow you to drive faster as well as license and insurance verification systems in cars that would prevent people driving who aren't allowed to, but that's a different fantasy.
