What is the other option besides towing? The ship wasn't sinking, so towing it to a port is the best option.

When a ship is disabled and freely floating around with no steering or anything you can't safely pull up another ship alongside it and offload passengers. One small movement and the walkways between the ships could collapse sending anyone on them into the water, then you really have a mess on your hands.
