I guess I'd add people driving slowly in the left lane to the inattentive category, although sometimes they're just inconsiderate and stubborn.
Oh and what about cops who are barely doing speed limit and everyone is afraid to pass them, thus holding up traffic? You suddenly catch up to this mob of cars and wonder why they're going so slow, then you spot the cop car at the head of the pack.
