Can't a dude be an optimist?

Seriously, we've been constrained by mandatory spending for way too long. If they want anything to happen they need to either get more money or cut special interests. The voters have made it very clear during Arnie's tenure that they are confident that they can maintain the status quo by continually voting against pretty much every proposition put forward. Therefore, we have to raise taxes. If we didn't, instead of sending out Tax return IOUs next year, we'd be cutting social programs, teachers, etc.

The 10k tax rebate for new homeowners spread out over 3 years should do wonders for helping the lower income people cope with the higher taxes.
