"Works" team status should only help, not hurt them. I would say it all depends on where the Honda PU compares to Merc, Renault and Ferrari on the start of testing.
They do have Merc engines but they're a outgoing customer which means no benefits of works team status and are probably receiving limited info/data as compared to FI or Williams.
Will agree that issues are more beyond power - Aero.
Aero should improve given personnel changes or at least that's the expectation.
