The track is located in a part of the country with a lot of farms. In the winter months, these farms tend to burn their trash to get rid of it. That's what creates the hazy/foggy conditions. On top of that, the geography is a bit like SoCal...mountains to the north, and semi-arid climate, so the pollution tends to kind of cling around for months.
