It was founded as the Government Employees Insurance COmpany which was deemed the lowest risk group at the time. It's still conservative in that respect (see above regarding 3 vs 5 year horizon). The bottom line is that they're not necessarily cheaper due to a lower level of service (my experience has been much to the contrary), they are cheaper because if you have a long and clean record, your premiums should be lower and they are with GEICO.
