its the wires entering the resistor in my opinion. They come out of the bottom and rub up on the insulation thats attached to the footwell cover. When water leaks through the windshield, it works its way down onto the insulation and causes a short.

I had an issue where my blower stopped working. When I opened it up, I found the wire/harness was burnt. Then I noticed the insulation was moist. I cleaned the contacts and insulated the wires really well so hopefully I don't see this again..
