Yes you mom's insurance preimums will go up when they find out about the ticket on your record at renewal.
Points are assigned by the DMV for their points system.
Insurance companies have their own points system and it's different from the DMV. However the insurance points are a deciding factor in your preimum.
The DMV points are for license suspensions and record keeping.
As for the friend driving the car thing, whoever was behind the wheel when the cop pulled over, will get a ticket since he/she was in command of the car and takes responsibility for it.
As for accidents, they fall on the regiestered owner's insurance.
