Education would be the first step. Graduated licenses would be a good idea too. Make people take certain levels of driver training to be able to drive at certain speeds and maybe even in certain cars.

Drivers education reform is a must in this country. When I did my drivers-ed classes it was all about what to do when you get in an accident not how to avoid getting in accidents.
