Try this:
Would you give a 16-19 year old a handgun or rifle without taking safety training and practice seriously? Would you allow them to keep the weapon in their closet right away?
The much the same way, a vehicle that easily produces potentially unsafe amounts of power, speed, etc... should not be given lightly. It's a dangerous weapon without proper training and experience.
