There's more to the story I'd bet. Driving between two places (residences) that you're legally able to possess said fireams is covered in the UFA and also echoed in most States' firearms codes (which are often preemption violations themselves). Same as driving to/from range/gunsmith/competitions. I guess they really wanted his $19 for that silly piece of paper...
Edit: I actually read the article. While I disagree with the mental instability clauses based on how they're used (like in this case). Those laws are on the books. Seems like mom is at fault here. Or maybe him for being "dark" with his comments. idk.
