If you were in construction, you'd be singing a whole different tune.
It's not 40% chance that it will rain, it means 40% of the area will ~100% see rain. Which 40% is unpredictable and every meteorologist uses their own simulation to project the paths.
The US National Weather Service is actually the most accurate of them all but it's more hard data and less prediction.
