It's rarely done for performance reasons except in specialized situations (autocross) and even then by a small subset of that crowd. Stretching tires can improve responsiveness since the sidewall is less prone to flexing while cornering.

But in 99.97% of applications I see it's done as a result of the "hella flush" plague. E.g. all show, no go. Really kills me to see that crap done to a BMW. And I haven't even gotten started on lowering (let alone lowering springs).
